REGULATIONS – 2008 Bridgehampton Road Rally

Article 1. Time and Date:

The Bridge Hampton Historical Society, POB 977, Bridgehampton, NY 11932 is organizing a road rally competition called:  "The Bridgehampton Vintage Sports Car Road Rally" to be held on the roads of Southampton and East Hampton on Saturday, September 27th, 2008. The rally will be held rain or shine.

Article 2. Location and Course:

The rally will start and finish at the grounds of The Bridge Hampton Historical Society, Corwith Avenue and Montauk Highway in Bridgehampton, NY.  The length of the route will be approximately 100 miles. The competition will consist of a single circuit of the route as laid out in the route book.

Article 3. Applications for Admission:

Applications will be accepted until the field of 45 positions has been filled or until 9am September 27th, 2007.  An entry fee of $250 payable to the Bridgehampton Historical Society should accompany each application. The fee is tax deductible to the amount allowable by law. An entry fee covers admission for two to the rally, and admission for 4 people to all the rally social events. Parking and storage for one vehicle in the paddock area from September 26th through September 28th is included. Should an application not be accepted, the entry fee will be returned. All proceeds benefit the not-for-profit Bridgehampton Historical Society.

Article 4. Vehicles Admitted:

The following vehicles, properly licensed and insured for road use, will be admitted to the ROAD RALLY:  Sports Cars, Formula Cars, Touring Cars, and Specials built before 12-31-1959. Applicants will be judged on the sporting character of their car.   

Article 5. Legal Stuff:

The event is open to those in possession of a valid driver's license and a qualifying car. Each team entering shall have a driver and a navigator-co driver. Drivers shall have a current license valid in New York State. All participants, both drivers and navigators, must have executed a liability waiver and have read and agreed to these regulations prior to the event. Where appropriate, the rally committee may grant permission to certain entries to carry additional passengers as non-participating guests. In such cases the additional passenger must execute a legal waiver and liability release. Certificates proving valid car registration and insurance will be required.

Article 6. Technical Inspections

Vehicles must be presented for technical inspection during registration in their original configuration, properly functioning, and in an aesthetic condition. All safety equipment, lighting, horn, brakes, & tires must be functioning and in good condition. Vehicles must comply with local and state road regulations and standards in all cases.

Article 7. The Competition:

The competition is to cover the timed segments closest to a Theoretical Time.  A Time Card with the Theoretical Segment Times will be given to each entrant on the starting ramp. Competitors will make one circuit of the course. Along the course there will be: 2 route checks (stamp stops), 10 precision time checks, including 2 time of day checks, and several secret route checks. Competitors must visit all checkpoints to be eligible for the finisher's list.

Article 8. Official Start Time:

The Official Start Time of the event is 10:00 am. Your individual start time will be the starting interval multiplied by your entry number. Therefore if the starting interval were one minute, car #1 would start at 10:01 am. You must calculate this time to compete in the time of day segment(s). The Starting Interval will be announced at the 9:15 am Driver's meeting.

Article 9. Time Cards:

All entrants will receive their time card while at the starting line. It will list the interval time for each section and the route control points. The time card must be stamped at the route control checks and will be collected at the finish line. All entrants must present their stamped, signed, cards at the finish to be eligible for awards.

Article 10. The Start:

The start of the event is given individually to each entry with the car stopped and the engine running. The following warnings will be given:

20 seconds                   10 seconds                   5 seconds            START

The last five seconds will be counted down one by one. Cars unable to start without assistance may be pushed with the supervision of the competition officials. Any delay in starting beyond 30 seconds will result in disqualification of the entry.

Article 11. The Competition Regulations:

Stages: The competition will have ten timed stages on a course that will be traversed by all entries.

Time Checks: Timing measurements will be taken with a pressure device. Timing for all checkpoints will be taken to the 100th of a second measured from the front wheel of each vehicle and points will be awarded to those entrants who come closest to the theoretical time of the segment.

Precision Timed Stages measure travel time from checkpoint to checkpoint, and you are scored based upon your accuracy in matching the segment time given on your time sheet.

Time Of Day checkpoints measure the time since each entrants official start time plus all the cumulative theoretical timed segments in the rally.

The Stages will be announced, but always begin at the Bridgehampton Club and end at BHHS.                            2.Georgica Beach 

 

Timing Check Point Setup and Procedures:

  1. The Timing areas will be 125 feet in length
  2. The vehicles time will be taken at the 100th foot mark by pressure of the front tires.
  3. Times will be recorded by the timing teams to the nearest tenth of a second.
  4. Vehicles will not stop within the timing area
  5. All timing areas will be marked by signs and/or flags. The Competition Manager will cause colored flags to be placed at the checkpoints to indicate restricted areas:

A Green Flag indicates the start of a restricted 100 foot area before the checkpoint line.

A Red Flag indicates the checkpoint line with the pressure hose.

A Yellow Flag indicates the end of the 25 foot restricted area after the checkpoint line.

6. Competitors must park outside the check-in area at each timing stop until they determine it is their moment to enter the timing area. Drivers shall not park so as to impede the access of other cars to the timing area. Failure to allow right of way will be penalized by a loss of 25 points. Competitors may not stop within the timing areas.

Article 12: Penalty Points and Disqualification:

Timing Area Penalties.

1.     Cars may not stop inside the 100 foot marker flags before the checkpoint line: Penalty - 32 points.

  1. Cars may not stop inside 25 foot marker flags beyond the pressure hose: Penalty - 32 points.

3.    Right of Way: Cars may not block other entrant’s access to a timing area: 25 points penalty.

Speed Penalties.

Penalty points (based on theoretical time stages) will be given if:

1.     Competitor passes late: No penalty 

2.     Competitor passes less than five minutes early: No penalty

3.     Any Competitor who passes more than 5 minutes early shall be given a penalty equal to the number of minutes early.  Ie: 12 minutes early, 12 points penalty.

Stamp Checkpoints. Stamp checkpoints will be situated along the course circuit to check that drivers follow the set route. At each stamp checkpoint an entrant will receive a stamp on his/her time card. The failure to present a complete time card at the finish line shall disqualify the entrant.

Secret Checkpoints. Along the course circuit there will be secret checkpoints to ensure that drivers follow the set route and obey the average speed requirement.  Any car that does not pass through any checkpoint, posted or secret, will be disqualified.

Article 13. Awards and Placement!

There will be awards for First, Second, and Third Place.  These will be given to the teams that earn the highest number of points based on the following Point Scale:

The points to be awarded for the segment timing stops in each class are:

1st place - 35 points       2nd place - 20 points       3rd place - 15 points

4th place - 10 points       5th place - 5 points

 The points to be awarded for time of day checks in each class are:

1st place - 70 points       2nd place - 50 points       3rd place - 40 points

4th place - 30 points       5th place - 20 points       6th place - 10 points

7th place - 5 points

In case of identical times, each team will receive the highest number of points for that placement. Subsequent teams receive the points assigned their placement.

Example: Two competitors have an identical difference from the theoretical time on a segment check point.  Each will be awarded 35 points.  The next competitor is in second place and shall receive 20 points.  At the end of the competition if two or more cars in the same class have the same number of points, the winner shall be the older car. 

 

Article 14. Timing Devices:

Competitors are forbidden and may be disqualified from the rally for using unauthorized timing devices including but not limited to the following: GPS Devices, road computers, electronic trip masters, multi-function electronic timers, and similar devices are verboten!  Satellite watches and other devices that receive synchronization from external sources including Cellular Phones are not permitted.  Only stop watches with mechanical or quartz movements and mechanical trip masters are authorized.

 

Article 15. Rules of the Road Adherence:

During the event all drivers must scrupulously respect all rules and regulations of the road as enforced by the State of New York and the Towns of Southampton and East Hampton. A Citation for reckless driving shall disqualify the team from the event. All competitors must drive conscientiously and follow all directions given by the Rally Master and all local police authorities.

Article 16. General Regulations:

This event is organized in conformity with the International Sports Code and its Annexes and with the National Sports Regulations and it’s supplements as represented by the FIA.   On entry each competitor –

* Declares they are aware of and commits to respect the regulations of the International Sports Code and its Annexes,

* Declares that his/her vehicle is legal for road use in New York State.

* Recognizes the BHHS as the only competent judicial authority and as a consequence renounces application to arbitrators or other judicial authorities as a result of events or facts caused by The Bridge Hampton Historical Society or the event itself.

* Considers The Bridge Hampton Historical Society, the event organizers, all event officials, as well as the owners of all roads, and properties through which the event traverses, relieved of all responsibilities for any damage caused by third parties to participants, drivers, passengers, employees or objects.

Article 17. Classification Lists and Prize Awards:

Order of finish and other class awards will be made on Saturday, September 27th, by 6:00 p.m. at The Bridgehampton Historical Society "Apres Road Rally Party." All prizes will be symbolic and honorary; no money prizes will be given.

Article 18. Publicity and Advertising:

Displays of commercial publicity and advertising on the vehicles during the event shall be limited to those of event-approved sponsors. The committee reserves the right to refuse entrance and participation in the competition to entrants who insist on displaying type or graphics that the Rally committee considers inappropriate.

Article 19. Complaints:

Any complaints or protests concerning the contest should be submitted in writing to the Rally Chairperson at The Bridge Hampton Historical Society, immediately following the event, but in no case later than 12:00 noon Sunday September 28th, 2008.

Any complaint or protest concerning the validity of an entry, qualification of competitors, drivers, or vehicles must be presented before 9am, Saturday, September 27th, 2008.

For the purposes of this event, rulings regarding complaints or protests will be made by the Rally Steering Committee of The Bridgehampton Historical Society. Their rulings shall be final.
